assess the relative quality of services delivered by health plans operating in Florida
and does not constitute a professional engagement between the user and any health

to stimulate a quality improvement process. This website is not intended to be a
sole source of information in making choices about health plans, since the measures
included are important, but limited, indicators of quality and member satisfaction.

Comparisons among health plans may be compromised by several factors. Benefit plan
designs differ among and within the plans. Enrollment in health plans is constantly
changing. The quality and member satisfaction data displayed are a subset of all
quality and satisfaction measures available. Since this report includes data from
only one year, it is only a snapshot of certain areas of quality performance and
are not intended to represent a health plan’s overall performance. These data should
be interpreted with caution.
Most managed care health plans available in Florida are displayed on the website.
However, many traditional insurance plans (indemnity; PPO) have a small Florida
enrollment and are not included in the data. Some plans are rather new to the Florida
market and data may not be available for the current year.
Some types of data are not collected for all health plan product lines. For example,
AHCA does not collect member satisfaction results from Medicare plans, or quality
indicators for Healthy Kids plans. There are quality data for Medicare HMO plans,
but no data for the original Medicare plan. Please see Medicare.gov for that information.
Quality and member satisfaction data are not risk adjusted per plan. Performance
scores and ratings may reflect more than just the quality of a health plan, e.g.,
the demographic mix of members and their health conditions. These factors have not
been accounted for in the calculation of ratings.
While HMOs play an important role in access to care, it is hospitals and doctors
who provide health care for patients. Managing health problems depends, in part,
upon members’ willingness and ability to comply with their providers’ treatment
decisions.
